Ever since Mad David Blunkett dreamt up this scheme while 'perpetuating the class struggle' with a posh American the three phrases that have defined this policy have been 'inconsistent' ("It's to stop terrorists! No it isn't! Yes it is! Plus identity fraud, although it won't stop identity fraud"), 'lacking clarity' and 'a batshittingly insane way to waste taxpayers money'.
